UNDER THE EUROPEAN ACCESSIBILITY ACT 2025


From 28 June 2025, the European Accessibility Act (EAA) 2025 will come into force. This European directive aims to make products and services in the European Union more accessible to people with disabilities. This also has a significant impact on the digital landscape.

Digital Inclusion

For whom?

Any organisation* that has a website, mobile app, webshop or digital tool must comply with the EAA and ensure that these platforms are accessible.

*An exception applies to small businesses with fewer than ten employees and an annual turnover of less than EUR 2 million.

From vision to reality

The goal is to create digital inclusion. Websites and apps should be made more ‘accessible and inclusive’, or better said, they should be understandable and accessible to everyone.

The four pillars of digital accessibility

To achieve the goal of digital inclusion, the EAA's requirements are based on the Web Content Accessibility Guidelines (WCAG). This international working group is concerned with drawing up guidelines for the accessibility of web content.

Digital content must comply with four basic principles:

Perceivable

Your content should be perceptible to everyone, regardless of their available senses. Some examples:

  • Provide clear text descriptions for images and graphics
  • Add subtitles, transcripts or audio descriptions to videos and audio clips
  • Use sufficient color contrast
  • Make sure your content remains readable in different views (landscape, portrait or enlarged)

Operable

Your content should be usable on all devices and with different tools. In concrete terms, this means for example:

  • Your website should be keyboard-friendly
  • Moving elements such as slideshows should be limited to avoid distraction
  • A logical structure with clear titles and labels is important
  • Links should be clearly described for easy navigation

Understandable

The digital content must be easy to navigate for everyone. A user must understand all the information and be able to solve any problems themselves quickly. What should you take into account, among other things?

  • Information should be presented clearly and concisely with short paragraphs and sufficient white space
  • The main language of the website should be set technically correctly
  • Forms should contain clear instructionsIn case of errors, the user should receive a clear message explaining what went wrong and how to solve it

Robust

Your website must be technically robust and work correctly on all web browsers and supporting technologies. This means, for example:

  • that the code must comply with technical standards
  • that dynamic messages on the page are clearly indicated
  • when a form is submitted, a clear confirmation must appear. This ensures that aids such as screen readers can read the information correctly for people with disabilities.

What happens if I don't follow these rules?

Each EU country is responsible for implementing the directive and can impose sanctions on companies that do not comply. These can range from fines to restrictions on the sale of non-compliant products.

An accessibility statement, what exactly is that?

In addition, an accessibility statement must be available for each of the above media, with transparency as the main goal.

An accessibility statement must contain the following information:

  • A rating of how accessible the site or application is
  • The extent to which the website or app complies with the standards
  • A list of inaccessible parts and available alternatives
  • A schedule for future improvements in the short to medium term
  • Information about the accessibility tests performed
  • A clear point of contact for questions and reports about accessibility for people who experience difficulties
